I've read a few reports that world builder doesn't work with 3.6

Maybe Junt'll finish his 3rd party one if people ask him nicely. ;)

Copy the contents from the worldbuilder file into another one and save it.

World builder can be made to work/appear in the list.

TB 3.6 has a bug where it doesn't show the last alphabetical script, so if you make a file called zzz.lua & saved it in your scripts folder world builder will re-appear.

Can some one give me the instructions to how to get the worldbiulder mod avalable?

That isnt in the worldbuilder, you have to script it in from the Notepad.
