Answer: Shaders. In the options menu. Turn all options on except cell shading.

most likely your graphics card cannot handle the shaders

Guys, read some readme or faq...
Toribash don't like Radeons, you can't play with Shaders.

It does work with Radeons - just ATI have a habit of making drivers that don't work with OpenGL. Some work some don't.
