If it is activated then there's a few things you coould be doing to sort it.

Make sure you've got the latest version of the game - there was a bug with torso colours but it's been fixed for a while now.

Force a download of your items:

/download 1918

Your rad torso is actualy appearing in-game. Attached is the image of your tori, with the arrow pointed at your torso.
