Maybe this will help, but I think your OS might be having some sort of trouble reading what actually makes sound volume work. 0 (silent) and 1 (full volume) right? Unfortunately, without changing your OS, I don't know if you can fix that. Thankfully, we have general volume we can change.
I mean, I know you might be able to get a volume booster or a separate application software to use instead. Your OS sound control for the specific application might be the thing goofing around the volume too.
