well, if your gfx card can handle it, do this

go ingame, go to setup/options and click shaders, fluid blood, cel shading on

and you should have shaders

If the options dont work, your graphics card doesn't support shaders, i think you need one that has OpenGL 1.5 atleast, im not sure though

Intel (R) G33/G31 Express Chipset Family 384 MB and if you can not be so

Intel chipsets do not work for shaders, you'll need to buy a new one..
